A local lad, who was living in Clipsey Lane when he signed for Saints during the war, Frank Riley was a forceful second row forward, who made his debut against Leeds in the Wartime Emergency League in a 5-28 defeat at Knowsley Road. Even at a relatively young age he became a key member in the immediate post war months and represented Lancashire against Yorkshire at Swinton on 10th April 1945, together with fellow Saint Norman Thompson.

Unfortunately, Frank was soon transferred to Warrington and played his last match against Rochdale Hornets at Knowsley Road on 7th June 1947, when Saints won comfortably 26-4. The date of the last Saints fixture of the season reflects one of the coldest winters on record. Brothers Jimmy and Tom Stott scored a try apiece and flying winger Sonny Doyle registered a double. Frank made 72 appearances for St. Helens scoring ten tries and he also kicked three goals. In 1939 he had just begun work as an apprentice fitter at a colliery
